the "pre-authorized" only understands how to scan using the EC2 connector workflow the not-pre-authorized can (in theory) scan any IP, but cannot use the EC2 connector workflow the pre-authorized scanner can only scan EC2 instances, nothing more and nothing less the not-pre-authorized scanner can never scan EC2 instances, full stop and for the purposes of this discussion ... an RDS instance is not an EC2 instance
